What device are you using? I am able to use Messenger successfully on my iPhone 5C running iOS 8.2. It is not exclusive to the iPad. Regarding the question of removing Messenger, you can delete it from your phone. However, Facebook has recently changed its iOS and Android apps, making it impossible to send and receive private messages without the Messenger app installed. So, you are welcome to remove it from your device, but you will have to use the FB Web site to send and receive messages.
