Hello Kevin,  

After reading your post, I went onto a 6 Plus running 8.12.  I was able to move 
the Tips app both from and back to its original location just as I do in iOS 
7.12.

When you want to move an app from one screen to the next, I suggest that you 
first tap the app, placing VoiceOver focus on it, then move your finger to the 
opposite side of the screen from the direction in which you want to place the 
app, before initiating the move command.  

So, for example, if I want to move an app off to a screen located to the right 
of its current screen, I would initiate the move command from the extreme left 
side of the screen on which the app is currently located.  

The main point here is that you don't have to initiate the move command from 
the same location on the screen from where the app exist.  

First place focus on the app, then lift your finger to one side of the screen 
or the other, then initiate the move command and then slide away.

Subject: I can't move the Tips app to another page.

Hi.

I’m using an iPhone 5C with 8.1.2 ios and VoiceOver.  I am trying to organize 
my apps.  I have one app that I can’t move, and it’s the Tips app.  I double 
tap and hold on it until I hear the tones indicating I’m in edit mode, but 
there’s no audible feedback indicating I can move it, and when I move my finger 
on the screen the app isn’t indicating anything, no moving to another page, 
location on the screen, or onto another app.  It’s not in the dock.  How can I 
move this app?  I’m not sure what it does.  I just want it off my first page.  
Help!
