I don't see the message being responded to but I think what is meant
here is that you make sure the roter is set to Action and then flick up
to get to the delete option and then double tap to delete. This will
also just work on the current notification and not remove all
notifications or the notifications in a given section that you can
remove with the clear notifications button.
