Yes.  In fact, that's the easiest setup for allowing migration between
machines.  It's not necessarily as fast as iSCSI, but it's the setup I use.

Correct - the majority of /etc/libvirt must remain local to a machine.
Only image files and sanlock lease directories are designed for sharing.
