Sorry, I've been quite busy as of late. Unfortunately, correct, this won't land in 13.1. Maybe we can convince secteam@ to take it without an associated EN once they take over releng/13.1. CC'ing secteam to let them weigh in: this is a build fix with a non-default option, doesn't require a binary patch of any sort.
