Ok, great!

When OED sponges recovery.gov, it identifies some resources whose inclusion appears to have been inferred from content in the recovery.gov site.


For example, ODE identifies the following article but, I can't find the article on recovery.gov.

Is my assumption correct that the sponger is inferencing this relationship and if so, how?

Also, the following article which seems unrelated to recovery.gov seems to confirm that one or more inferences have produced the list of resources in the ODE browser.
