That's an OCI-level error, suggesting that the Oracle Client libraries
loaded by the driver you're using aren't fully compatible with the
targeted Oracle instance.
Depending on the client OS (where the Virtuoso and UDA driver are
installed), you may need to change the Oracle Client (whether OCI or
Instant Client), and/or the UDA driver.
You're generally best off using a UDA driver version-matched to the
DBMS-native client libraries; the DBMS-native client libraries must
be compatible with the target DBMS, but need not be version-matched.
Oracle 10i Client libraries are generally certified for use with all
versions of Oracle 9i, but I cannot speak with certainty about the
specific Client you have installed vs the specific Oracle 9i.
More detailed answers would probably be best handled through a Support
Case, as this is definitely outside the Virtuoso realm.
