Uhm... if you managed to receive a call the communication on the D channel is 
going thru, the L1 driver seems to be working fine. It's probably something 
at a higher level. Can you capture a bunch of attempts with tcpdump -w and 
send me the dump so that I can try to figure out what is happening?

...and before I forget... is the australian network ETSI-compliant?

I see a chip I cannot recognize from the photo, but it seem related to the PCM 
bus, you won't need it.
