My dialplan contains this not-quite-standard idea:

exten => s,1,VISDNOverlapDial()
exten => 0,1,Goto(boring_operator|s|1)
exten => 00,1,Goto(interesting_operator|s|1)

This idea is quite common in the US.

Unfortunately, this setup doesn't work when calls to "0" come in through
my external VISDN line *and* there is no SENDING_COMPLETE info element.

The symptom is that the local phone rings and I can pick up, but that fact
is not propagated to the caller. Thus the caller alerts until somebody
hangs up.

That's a bug. I'd like to figure out how to fix it, but frankly the maze
of parameters and functions that I need to navigate for this is a little
overwhelming... Ideas appreciated.
