I think you dont have power on the ISDN bus, the board dont do that,
you need external power feed, i use a lot of hfc-pci boards, with some
equipments there is no need of power on bus, with some the power is
required only to see "ok the isdn signal is there", some equipments
need this power to go on and work.. (as your phone).

How to power the bus? i found a lot of examples on internet, the more
simple solution, for me, is to use the telco NT1 box, it has 220V
power cord, a telco connector (two wires) and two isdn connectors; i
dont use the telco connector, i put my isdn board with a cross-link
cable on the first connector, and the phone on the second, and the
220V power supply, simple and efficent (and no cost, in Italy this
kind of box is frequently abandoned by the telco provider).
