To be fair, ISDN software is not like other open source projects. Nobody can simply start hacking, and even little patches are quite complex. ISDN isn't easy, and you have to have quite some technical background to develop software for it. And developers with this background are usually payed by some ISDN-related company for it, resulting in one developer less being able to contribute...
