Hello!

Thanks for a bug report.

We've encountered an error in VisualSVN Server 1.6. This error will be
fixed ASAP and we expect VisualSVN Server 1.6.1 to be released within
few next hours.

As a workaround you can do the following. Remove or comment
"SVNPathAuthz short_circuit"
string in the file "C:\Program Files\VisualSVN Server\conf\httpd.conf"
