Hi!
Could you please send us VisualSVN Server logs also?

VisualSVN Server writes log to the Windows Event Log. You could find
VisualSVN Server logs in the Application category in the Event Viewer.

Please pay attention that earlier versions of VisualSVN Server (before
1.6) writes log to file C:\Repositories\server.log.
