We are attempting to migrate from CVS to SVN. We are new to SVN.

We installed VisualSVN Server 1.6.2 on a Windows XP Pro x64 system.
We are running TortoiseSVN 1.5.5, Build 14361 - 32 Bit , 2008/10/24
18:06:34 Subversion 1.5.4

The VisualSVN Server installed fine. We are NOT using windows
authentication. We setup a test group (Administrators) and a single
test user "Admin" (and added it to the group). We created an empty
repository. Next, we tried to perform an SVN checkout but keep getting
the following error from TortoiseSVN:

ERROR: The VCC property was not found on the resource

We checked the event logs on the VisualSVN server and did not see any
errors.

FYI, we can browse the repository via FireFox. FireFox connects,
authenticates (i.e. login as Admin) and we can browse with no errors.
TortoiseSVN never asks for a login. BTW, our TortoiseSVN is working
with other SVN repositories (like SourceForge).

We are not sure what to do next.
