[Help] Hook scripts without using Administration GUI

Hi,

How can I setup a hook script without using the MMC snap-in?

(Our VisualSVN Server runs on Windows 2008 Core which has no MMC/GUI.
Specifically, we're trying to setup a Post-Commit Hook to update a
Mirror Copy / Shadow Folder.)
