I can't exactly figure this out.  I used your new email hook to send
commit emails after a commit.  I sent the email from my address to my
address as a test.  I added the smtp server in the field you said.
However, I NEVER SPECIFIED THE PASSWORD for my email account.

I expected to have to put in <smtp-server>:password or something like
this.  However I didn't need it. Your hook sent the email from me to
me with no need for a password.  Is this a fundamental flaw of an smtp
mail server? I was astonished! I suppose it is good for me in the
short term that I don't need to figure out how to specify a password,
bad not good in a sense that it underscores a security risk in my
email server.

Any information regarding this would be greatly appreaciated.

I was thinking that it would be even more functionality for a future
release to be able to specify an email address for each user.  Then
the script could send the email to their address rather than to a
single email address.

Hook Script you suggest to use:

VisualSVNServerHooks.exe commit-notification -r %2 --from <from-email>
--to <to-email> --smtp-server <smtp-server> "%1"
