Ed, Matt was asking to use the VisualSVN Server MMC to manage an existing Subversion installation, rather than an existing instance of VisualSVN Server. This is not possible, as VisualSVN Server adds a lot of functionality that is not available in the default Apache/Subversion installation.
In regards to using the VisualSVN Server MMC to manage an existing VisualSVN Server installation on another machine, this requires VisualSVN Server to be modified accordingly to support it. This feature has been requested before on multiple occassions, and I believe the team are working on implementing it.
