First please run "VisualSVNServer.exe -t" command to check syntax of
configuration files.

I don't recommend you use ErrorLog directive since VisualSVN Server
uses it's own logging module to write errors and warnings to standard
Windows Event Log. But it's good idea use LogLevel warn to diagnose
problems.
