Hi!
Could you please send us the VisualSVN Server logs?
VisualSVN Server writes log to the Windows Event Log. You could find
VisualSVN Server logs in the Application category in the Event Viewer.

Could you also execute the following command line "msiexec /l*
log.txt/i VisualSVN-Server-1.6.3.msi" (in command prompt) and send us
the produced log.txt  file from the current directory.

Could I ask you to make another try?

You can use following command to install VisualSVN Server without
starting service:
msiexec /i VisualSVN-Server-1.6.3.msi NO_START_SERVICES=1

Have you got log.txt in the current folder? Please could you send it to us.
