The SVN protocol has no support for browsing the list of repositories; you
can only browse within repositories.

To browse the list of repositories from your web browser, it's important to
make sure you have the / on the end of the URL, eg:
https://yourserver:8443/svn/ . Use the link from VisualSVN Server Manager if
you're not sure.
