This error message means that someone trying to access nonexistent
file (login_up.php3 in your case). Actually it's a warning, not error.

If you haven't changed the configuration file and used some settings
that are not supported by VisualSVN Server and you haven't installed
by yourself  any standard Apache modules that do not come out with
VisualSVN  Server than we could suggest that  someone in your network
is trying to hack the server.

You could find the IP address of the client in VisualSVN Server logs,
starting from 1.7.
