Visual Server 2.0.x uses a credential with lower privilages to run the
server, and this might affect permissions (somewhow) or have
introduced a bug.  I just posted a similar (perhaps, but maybe not)
issue where my commits are failing due to (it looks like) permissions
running the hooks executables.

Previously the server used ran under the Local System account.  I
tried using that instead, restarted the service but it made no
difference.  For you it might?
