looking at http://www.visualsvn.com/server/changes/ it appears that
VisualSVN Server 2.0.1 would be built on Subversion 1.6.3. i have SilkSVN
installed on my server and when i run svn --version from a new command
prompt it returns the version SilkSVN was built against. if i navigate to
the bin directory of VisualSVN Server it reports the version VisualSVN
Server was built against.

Are you trying to upgrade a repository that isn't in VisualSVN Server?
