Hi, I'm having the same problem in version 2.1.5 of Visual SVN, but not in a 2.1.2 with the same set up.
I my case, I have a user C which is member of two groups (QUsers and QAdmins). In folder F, QUsers have permissions ReadOnly, and QAdmins have permissions ReadWrite. But User C is not allowed to commit files to the folder F. However, if I remove the QUsers group from the permissions on the folder, everythings works fine. So I think the problem relates to users belonging to multiple groups with different permissions.
