This happens to me almost daily now. Very annoying. I have a very similar setup as the OP - Windows 7 Pro x64, R# (6.1.37.86), VisualSVN (2.5.2), TortoiseSVN (1.7.2).
Note, I can occasionally get the dialog to go away by killing all vsvnswrk.exe *32 process that are running. This only works about 50% of the time though.
