Are you trying to connect outside from the network where VisualSVN Server is installed? Are you able to access the VisualSVN Server instance on your local network? The error you've specified means that client was not able to reach the server, so it makes sense to check network routing on your side. Basically VisualSVN Server does not require any specific configuration to be accessible from the Internet. You need to setup your network environment (i.e. hardware and software configuration) as for any other network service (e.g. a web or an FTP server) that you want to make accessible from the Internet. Exact actions depend on your network environment. Usually it requires to either assign static public IP address to the computer or configure you router to forward requests that come from the Internet to the computer. Also if the machine is located behind a firewall(s) you need to configure the firewall to allow requests to and from the VisualSVN Server instance. Hope it helps.
