The upcoming VisualSVN Server 2.7 will bring a new feature called 'Permissions Management Delegation' and I guess that you may be interested in trying it since it's primary task is exactly as you described above. Permissions Management Delegation allows you to delegate access rights management for particular repositories to the appropriate project managers or supervisors. To manage permissions, repository supervisors / managers are required to install 'VisualSVN Repository Configurator' tool which is a brand-new standalone application that communicates with VisualSVN Server using the WMI (Windows Management Instrumentation) technology.
