vlc_block.h: Clarify usage of BLOCK_FLAG_DISCONTINUITY

The BLOCK_FLAG_DISCONTINUITY signals timeline changes from the source content 
or due to seeking.
BLOCK_FLAG_CORRUPTION signals data corruption due to corrupted or dropped 
packets, this includes
transport stream continuity counter mismatches.
