rust: temporarily revert changes on vlcrs-macros

Partial revert rust: add vlcrs-macros crate for module!{} macro
Partial revert of commit a1036731a39256094b12d739373460c8f0351377, to
address the commit authorship issue. Code was actually written by Vikram
Kangotra.

Reapply "rust: Cargo.toml: enable vlcrs-macros"
Now that authorship is fixed, and the code restored, we can re-enable
the tests and crate for VLC rust macros.
