Bill Hobbs posted some build tips for 0.24 here, so I assume he got it working:

There have been lots of improvements to MakeMaker on VMS in the last
year or so. I just successfully built DBI 1.14 against perl 5.7.0
with only minor hitches (I had to explicitly specify the 'all' target
and it had trouble copying a couple of doc files because it put
multiple periods in the names).
Patrick, from your recent post I'm a little puzzled by the fact that
the shareable image being loaded is called INGRES.EXE -- I thought
Dan had patched things up so we would get names like PL_INGRES.EXE.
This doesn't appear to be what's causing your problem, though, as
Dynaloader looks like it's finding the symbol for the boot routine
ok. You could try to step through dl_install_xsub in the DL_VMS
module to see what it's putting on the stack.
