Not OK: perl@8773 sans Craig Berry's recent patch.

I am seeing a third failure with an unpatched perl@8773 kit:

[.lib]filehand..........FAILED on test 1

[.lib]test-harness......FAILED on test 14

[.lib]texttabs..........FAILED on test 0

Assuming that Craig Berry's recent patch will address the latter two
I take a look at the first:

$ perl lib/filehand.t
1..11
ok 1
ok 2
ok 3
ok 4
ok 5
ok 6
ok 7
ok 8
ok 9
ok 10
ok 11

This is with:

Compaq C V6.2-008 on OpenVMS Alpha V7.1
