The document you cite was last updated in September of 1997 and is very
out of date.  I would recommend that you instead read the README.vms file
from the perl 5.6.1 source.  It is on the web at:

  http://search.cpan.org/doc/GSAR/perl-5.6.1-TRIAL3/README.vms

The source code is at:

   http://www.cpan.org/src/5.0/perl-5.6.1.tar.gz

The configure.com DCL procedure will run tests to see if it can use
your DECC socket implementation (it can if it is recent enough, V 5.x or
later).

While reading the 'Compiling and Install' instructions on
http://www.sidhe.org/vmsperl/stepbystep/perl5_004_04_socketshr.html I got
to
where it says

"You'll also need to have a TCP/IP stack installed, the SOCKETSHR library
installed, and possibly NETLIB installed."

How do I test if these are installed?
