I don't know if you're aware of the CPANPLUS project to replace the
existing CPAN shell.  They just put out 0.01.  If you want it to work
on VMS, help them port it now before the Unixisms get to thick.

They've abstracted out things pretty well, so it shouldn't be too hard
to clean things up.
