Do you by any chance have a logical name "LIB" assigned?  I'm pretty
sure the Makefile.PL for DBI uses File::Find, which gets lost when a
directory name happens to match a logical name.

That happens because of the two dots in the filename of this and I
think one other file in DBI.  IIRC these two files are documentation
for an optional feature, so I don't think they are critical and if
you want them you may be able to copy them by hand.

The latest MakeMaker should be the best yet on VMS but I doubt if it
will help with the specific problems you are seeing.

It looks like you may have actually gotten a successful build despite
the problems.  Did you run "MMS test"?
