Have the problems that you are seeing on the testdrive systems with the
time been resolved yet?
Also I assume that people are aware of the hobby VMS program where free
licenses are available for home personal non-profit use, and that Open
Source VAX emulators are available for most platforms also for free.
Of course HP media is extra unless you can find a source to borrow near
by which hobbyists are allowed to do.
The folks running http://www.openvmshobbyist.org/ have obtained
permission to sell media to hobbyists at a greatly reduced charge,
basically just enough to cover their costs.
And for commercial programing use, reduced cost licenses and media are
available from the DSPP program.
