I currently use the following to detect bash.  While it is probably
possible to fool it, it isn't easy and, if the user wants to force
Perl into thinking it is running under Bash when it is really DCL,
I'm not sure that is an issue.

if getenv("SHELL") == "bash"
and
if argv[0] is in Unix format and is == getenv("_")
then bash environment is assumed.
