lib/File/Compare.t has existing bugs that show up when VMS is run

patch that diagnoses the bugs to explain why the test will not work
until Perl is updated. This was submitted to blead, so I do not
have a ticket.
t/op/taint.t has a test that is exposing an tainting issue on VMS
when run with a world writable temp directory. I submitted a patch
to skip the tests with a TODO. This was submitted to blead so I do
not have a ticket.
I missed lib/File/Path.t, which has a test that is invalid on VMS,
but this only shows up as an issue when VMS is in the Unix
compatible mode. This was submitted to blead, so I do not have a
ticket.
Some of these ring a bell and IIRC anything that wasn't applied was
rejected for one reason or another. I'll scan old mail and see if I
can find anything good enough to go in.
