I have seen this problem in the past but have never found a workaround myself. I don't have any Boreland development environment, otherwise I would be willing to generate a test case and attempt to find the root of the problem. I have a feeling it has something to do with the hooks vnc installs to get updates. If we knew what exactly was causing it we could probably find a workaround.
