i can not ping but i can surff (the same specific site)
what does it mean?

Well, this means that your question is not vnc related.
Some sites/ISPs block ping because there are some _funny_
people out on the net who try to get those servers off
the net by pinging them to death. So firewalls often have
an option to ignore pings.
