I found this in the archives, don't know if it will help your situation.

Subject: WinVNC Error

When I try to show the user settings so I can change the password (no
matter which account I am loggoed onto the machine with) I get an alert
that says " The WinVNC settings for this user are unavailable at
present"

I have set HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3\Default to equal 1
but that hasn't helped.

Any other ideas

Best regards
