These are generally created by the vncserver script.  Have you ran this
manually as the user you are trying to get to work?

Or you can create it from scratch.  It is just a text file telling VNC what
to run.

Check the permissions on the file (ls -l ~/.vnc/).  It needs to be readable
and executable by the user.  It is probably a good idea to make it owned by
the user, also.

If the above permissions aren't correct then the xstartup isn't getting ran.
If the permissions are correct, please tell us exactly what you have in the
xstartup and what your log file says.

That my possibly fix it (see above).  I would try removing the xstartup you
copied first (or the whole .vnc directory).
