Again, this isn't a VNC issue. What you're basically asking is how can I remote print from linux to windows via SSH. You'll need to look at ssh, lpd on windows (or smbprint on linux if that's still part of samba) and port-forward appropriately. You'll need to ask on forums on these subjects.
