I have seen what may be a related problem, but only occasionally. Sometimes when I VNC to the server (both viewer and server are Win2k machines) the server acts like I have the alt key held down. (I get a propereties menu on icons that I double-click on instead of executing them.) I have to play with the alt (and perhaps the ctl) keys to get back to normal. This usually seems to be associated with an aborted login attempt (using ctl-alt-del).
