Unless you configure the BIOS to ingore keyboard errors...

Actually, the few times we've lost power, one of the two Windows 2000
Servers I have plugged into an older KVM switch (which doesn't do
emulation) has no keyboard or mouse.  When I switch the KVM over to it,
naturally, keyboard and mouse do not work because they were not detected
during boot.  However, when I VNC into it, keyboard and mouse function
perfectly.  I guess is all depends on 1) the hardware, and 2) the OS.
