This must not be universally true, since I am at this moment logged in via TightVNC to a machine that has had neither mouse, keyboard, nor monitor for months, and has been through several reboot cycles in that time. It's a Compaq machine, circa 1995, running WinXP, and used to be my primary machine for home use.
