Problem summary:
        Linux VNC server refusing connections.  Clients receive "failed to 
connect to server" error.

Details:
        Server A: RedHat Linux 8.0 running most recent version of VNC 
server software, dynamic IP
        Client B: RedHat Linux 8.0 running most recent version of VNC 
viewer software, dynamic IP
        Client C: WinXP running TightVNC viewer version 3.3.7, dynamic IP
        Serve A and Client B are "identical" Linux machines (same 
hardware, same Linux install).
        All machines are pingable from one another.
        All machines can ssh to one another.
        The VNC Client B can connect to all VNC servers except Server A.
        The VNC Client C can connect to all VNC servers except Server A.
        Server A can connect to itself (i.e. vncviewer run on Server A 
works properly).
        Using IP addresses instead of names doesn't help.
