Which version of VNC Server are you running?

Which version of Windows NT are you running?

Do you experience this behaviour if you don't use a wallpaper (i.e. if you
disable bginfo)?

Do you experience this behaviour if you use a standard wallpaper in place of
bginfo?

Do you experience this behaviour if you use an Active Desktop wallpaper in
place of bginfo?

Sorry to have to respond to a question with so many questions!
