The timeout in question is nothing to do with VNC, but to do with your
network setup.  Your server computer is simply not responding to the viewer
computer's connection request, at the network level.

The most likely causes are:
- Misconfigured firewall, if using a firewall (XP SP2 has one on by
default).
- Wireless network outage, if using a wireless network.
- Trying to connect to the wrong computer address.
