Let me try to give more details.

1) It was working fine last week. It is only since yesterday that it has 
been behaving like this, and yet there have been no changes to any of 
the hardware setups.
2) The jerkiness only occurs *when* the PC is being monitored - ie. it 
is only when the VNC Server running PC is being viewed by VNCViewer. At 
all other times, the server does *not* interfere with the operation of 
the PC.

Why has this suddenly occurred on *all* our PCs simultaneously when they 
were running fine last week?
