Do you happen to have any type of firewalls running? Also, what operating
systems are you currently utilizing? If it is windows xp make sure that its
own internal firewall is turned off.

I have used VNC 3.7 in the past with no problems. I downloaded and installed
the new version, 4.0 and I can't get it to work. I loaded it on two PCs I
have in my office. Neither of them have ever had VNC (of any version) loaded
before. I loaded just the viewer on the one and both viewer and server on
the other. I tried connecting by PC name and IP address. In all cases the
connection attempt times out. 

Any ideas? Is there a setting I need to check?
